Default 1969 Dash pad and dash bezel installation problem

I have a 1969 F-bird. I took the car to the body shop to be worked up and painted. They removed the old cracked dash pad to paint the car since it was completely gutted anyway.

The problem I have is upon installng the new dash pad and restored dash bezel, I do not have any fastening points behind the screw holes. Were there some brackets or whatever behind the dash that mounts to the metal dash frame so the front of the dash pad and bezel will screw down ?

I am having a real problem here. Pictures of the problem are available at :
