Default Silly Puddy?!?!?!

Thanx to GET IT ON I am starting body work on my 69 Bird... I attempting to sand off the um-teen layer of primer, paint, puddy.... and I found somethings to could make a poncho lover shed a tear... I will need some guidence, suggestions, tricks and/or tips when anyone whats to chime in but here is some pics... The lower 5" of the quarter (last pic)is riveted in and I torn that out last night.

How hard would it be to cut a piece of 18-22ga sheet metal and weld in.... the lower quarter piece is 37$ of PY... sanding the rest of the body down is it good to remove every trace of old primer or is that just going to create more work(high and low spots)... i want to go with a black base coat and use a flattener in the clear, any suggestions on primer(etching/high build/epoxy...) to use(is rattle can good enough)... Sorry about all the question. I just have to many idea floatin around in my big empty head...

Yea I think i'm just going to buck up the cash and the entire quarter... To get that hot rod black is that the way to do it... i was thinking semi gloss flattener with maybe full gloss stripes all the way back???
