Default touch up

I have a few bubbles in the hood of a TA. Paint is about a year old. I think these bubbles are rust spots that the painter just did a half a$$ed job on. Does anyone have any suggestions on a spot repair. The spots could be covered by a quarter so I'd prefer not to remove the hood decal and repaint the hood.

Thanks for any suggestions you can offer.

unfortunately the spot would end up being larger than a quarter. The area would have to be feathered to blend into the existing paint. The best thing is to grind all the rust out and fill as required.
You can shear a sheep many times, but you can only skin them once.
